This paper aims to design an optimal transportation network, which routes flows in airline or telecommunications networks. We model the decision making problem for designing a hub-and-spoke network, which is one of the topologies frequently employed by transportation networks, as a mathematical optimization problem. We proposed efficient algorithms for solving the problem, and gave the theoretical guarantee for the solution obtained by the algorithms.
